With reference to your letter of the 15th inst. (forwarded to this Dept. by H.O.), in which you state that Mr. E. J. Watson of the Hongkong Govt Service requires six months extension of leave on grounds of health, I am directed by Mr Secretary Cross to ask you to be good enough to say whether in the event of this extension being granted, Mr. Watson's duties will be performed by some one already in the Govt Service or whether it will be necessary to appoint some one specially for the purpose.
